Long Service Leave - Cleaning Industry



In Australia, long service leave (LSL) entitlements vary across states and industries.


For the contract cleaning industry, several states have implemented portable long service leave schemes to accommodate the sector's typically high employee turnover.

We have summarised the requirements below for the various states which is current as at Dec 2024.


In all states the employer is required to track the LSL entitlements for all of its employees irrespective of the scheme or state.


NEW SOUTH WALES

In NSW, the Contract Cleaning Industry (Portable Long Service Leave Scheme) Act 2010 establishes a portable LSL scheme for cleaning workers. This allows workers to accrue LSL entitlements across different employers within the industry.


The scheme is managed by the Long Service Corporation, which maintains a register of workers' service records. As a business owner you are required to register report and pay 1% of the gross wages of each of your employees into the scheme on a quarterly basis - more info here.


ACT

The ACT operates a portable LSL scheme for the contract cleaning industry through ACT Leave. This scheme enables workers to accumulate LSL entitlements across different employers within the industry.


The scheme even allows workers to accrue long service leave while self-employed. Contractors, such as working directors, sole traders or individual partners in a partnership, have the option to make their own contributions if they wish to accrue service in the scheme. 


The scheme is managed by ACT Leave, which maintains a register of workers' service records. As a business owner you are required to register, to report and pay 1.07% of the gross wages of each of your employees into the scheme on a quarterly basis .

QUEENSLAND

In Queensland the Contract Cleaning Industry (Portable Long Service Leave) Act 2005 establishes a portable LSL scheme for cleaning workers. This allows workers to accrue LSL entitlements across different employers within the industry.


Queensland's portable LSL scheme for the contract cleaning industry is administered by QLeave. Similar to other states, it allows workers to accrue LSL entitlements while working for multiple employers within the industry.


As a business owner you are required to register, report and pay 0 .75% of the gross wages of each of your employees into the scheme on a quarterly basis.

VICTORIA

Victoria has implemented a portable LSL scheme covering the contract cleaning industry, managed by the Portable Long Service Authority. This scheme facilitates the accumulation of LSL entitlements across various employers in the sector.


As a business owner you are required to register, report and pay a levy based on the gross wages of each of your employees into the scheme on a quarterly basis.

WESTERN AUSTRALIA

There is no LSL scheme as such it is calculated and paid when the worker takes their long service leave as per the state law which can be found here.


TASMANIA There is no LSL scheme as such it is calculated and paid when the worker takes their long service leave as per the state law which can be found here.


SOUTH AUSTRALIA

There is no LSL scheme as such it is calculated and paid when the worker takes their long service leave as per the state law which can be found here.


NORTHERN TERRITORY

There is no LSL scheme as such it is calculated and paid when the worker takes their long service leave as per the state law which can be found here. There is currently a bill with parliament regarding cleaning in certain community sector locations, more information here.
